What Is High Voltage Switchgear?
IEC standards use the family name “high-voltage switchgear and controlgear” for equipment above 1,000 V. So from a standards-taxonomy perspective, metal-enclosed switchgear above 1 kV falls inside that IEC family.

As in real-world engineering and buyer language, people usually split it like this:
Low voltage: below 1 kV
Medium voltage: about 1 kV to 36 kV
High voltage: above the usual MV range
